External Affairs Secretary Fiona Hyslop said there was an “overwhelming case” for Scotland to have the power to tailor its own migration policy.

During a visit to Dundee computer game firm Outplay Entertainment, Ms Hyslop launched a discussion paper on migration, which looks at the impact falling migration levels would have on Scotland’s economy.

Outplay has a high ratio of skilled workers from overseas, and Ms Hyslop said: “This paper looks in some detail at Scotland’s population needs and how they can be achieved — by welcoming people to live, work and study in Scotland we can strengthen our society.”
