Councillors will be asked next week to approve “ambitious” plans to splash more than £124 million on improving the city’s affordable housing stock.
Members of Dundee City Council’s policy and resources committee will discuss the authority’s 2019-2024 capital plan on Monday, including a £124.13m spend on housing projects.
The investment includes a previous pledge to build 1,000 new homes across nine city sites between now and 2021, using more than £34m of funds from the Scottish Government Affordable Housing Investment Programme.
The council will also spend a further £89.5m on improvements to existing homes and ensuring council houses meet government standards.
In his report, director of corporate services Gregory Colgan, said: “The housing revenue account (HRA) capital plan is focused on maintaining the housing stock at Scottish Housing Quality Standard, delivering energy efficiency measures such as external wall insulation to meet the energy efficiency standard in social housing and tackling fuel poverty, community care and providing new council housing to meet housing need in Dundee.”
Priority spending areas include £13.5m on re-roofing, a £15.3m programme to install new windows, £37.8m on external insulation, £18.3m on heating replacement and disabled adaptations and community care worth £4.6m.
The report was carried over from last month’s meeting of the policy and resources committee at the request of Councillor Fraser Macpherson, who asked for councillors to be given more time to consider the capital plan before agreeing to the recommendations.
Councillor Kevin Cordell, convener of neighbourhood services, said: “It’s an ambitious programme which goes towards meeting the ambitions of our tenants – providing energy efficient homes and continuing our successful efforts to drive down fuel poverty.
“We’re focusing on a new-build programme that rejuvenates communities and meets housing needs, including those for tenants with multiple needs and wheelchair-accessible properties and on a refurbishment programme that ensures our homes are fit for the 21st Century.”
Work to build new affordable homes in Dundee is already well under way with work due to start shortly on several other projects.
Construction of new housing at Alexander Street is almost complete and construction is under way at Derby Street with completions anticipated late next year. Other areas earmarked for development are the former Mid Craigie Primary School, Eliza Street, Fintry Dive and Finavon Street, Benvie Street, Coldside Road, Pitkerro Road and a mid-market rent development on Seagate.
