Heroin plague spreads west

Drug users and dealers chased out of the Hilltown area of Dundee by a high-profile police operation may have fled to the west of the city.
Lochee ward councillor Bob Duncan said there had been an increase in drug-related incidents since Operation Waterloo targeted dealers in the Hilltown and Stobswell areas in July.

Mr Duncan was speaking after heroin addict Stephen Brisbane admitted at Dundee Sheriff Court today that he had been found passed out in the stairwell of Elders Court with a blood-filled syringe in his arm.

The Tele highlighted the concerns of residents in both Elders Court and Adamsons Court in July, when correspondents claimed addicts had lain siege to the multi-storey blocks — around the time Operation Waterloo began.

The SNP politician said today, “I am very, very concerned about both Elders Court and Adamsons Court. I’ve spoken to housing in Lochee constantly about this issue and also the police.

“There was a large operation to clean up the Dura Street area earlier this year and there is a feeling that the problem has now moved to this part of town. There has been a definite increase in cases over the past few months.”

Mr Duncan said residents of the blocks were having their lives ruined by addicts.

He said security systems were in place to stop unwanted visitors gaining entry to the multis, but residents were allowing them access.

“There is a security system in place and people must be very conscious that they don’t let in people they do not know,” he said.

Mr Duncan said there would be further meetings between the police, councillors and city council to try and solve the problem in the coming weeks.

At the sheriff court today, Stephen Brisbane (23), Tweed Crescent, admitted that on October 5 at Elders Court, he conducted himself in a disorderly manner, lay topless and unconscious in the common stairwell with a syringe and needle protruding from his arm, shouted and swore and breached the peace.

Depute Fiscal Gavin Callaghan said the incident took place on the fifth floor of Elders Court, where there were a number of elderly occupants and families with young children living. The block was known to have problems with drug abusers.

Just after noon on Sunday, October 5, police received anonymous information that the accused was lying on the common landing.

They found him unconscious with the needle protruding from his arm.

He had come to and refused to go to hospital. When told he was being arrested, he had verbally abused police officers.

Sheriff Elizabeth Munro said Brisbane had been out of prison for only two weeks.

Solicitor Scott Norrie said Brisbane was subject to a probation order. As to the offence, he said it was fortunate that no members of the public were present at the time.

Sheriff Munro said she would call for reports, telling Brisbane it was a “really horrible” breach of the peace.

“The thought that old people or children could have been exposed to this is too ghastly to contemplate,” she said.

The case was continued until November 13.

A spokesman said Tayside Police were working to address the situation.

“Tayside Police are aware of certain problems in the area and are currently working closely with the city council’s anti-social behaviour team with a view to addressing these issues,” he said.

“At the same time, we would ask members of the community to contact us in relation to any concerns they have or incidents they are witness to.”
