Council cuts city rent arrears
Dundee City Council is turning around its rent arrears through an early intervention approach, which has cut the amount outstanding on its stock (writes Bruce Robbins).
The local authority’s arrears has been amongst the highest in Scotland, but this is starting to change as the council makes efforts to prevent tenants’ debt building up.

A rent recovery centre was set up just over a year ago in the new West Area Housing Office in Lochee, as part of a restructuring of the housing department.

It is already paying dividends.

Arrears have been cut from £1.4 million in 2006-07 to £1.2 million in the 2007-08 financial year.

A key part of the new approach is to set up direct debit arrangements.

Early intervention, house visits and clear and concise arrears letters have also helped.

Housing convener Councillor George Regan said the new centre has played a “vital role” in the progress.

He said, “We recognise people do get into arrears and our policy is one of early intervention to prevent the amount building up.”

“The recovery process establishes sustained contact with the tenant from a very early stage, which gives the chance to address any issues promptly. This has resulted in fewer legal notices being issued, fewer court actions raised and reduced eviction.”

Tenants are advised not to let arrears build up but to get in touch whenever they are having difficulties.

Housing staff check to see if there is any entitlement to housing benefit and can help fill out the necessary forms.

Councillor Regan added, “They can agree a regular payment arrangement to pay off the outstanding balance and we can also make referrals to other agencies who may be able to help maximise the tenant’s income.”

The convener said the council made it as easy as possible to pay rent, with options including the council's website, (www.dundeecity.gov.uk), council offices, any Post Office or any PayPoint outlet.
