| New measures outlawing smoking in enclosed public places came into force some six months ago.
But already a campaign to extend the measures has been launched by Hospitalfield councillor Peter Neild.
Mr Neild wants the ban to cover doorways and seating areas outside non-smoking premises such as pubs, clubs, cafes and restaurants.
He put forward a petition to the Scottish Parliament and, in a submission to MSPs on the Public Petitions Committee, claimed that since the ban came into force on March 26 his council had seen an increase in premises applying to place tables and chairs on the pavements to provide outdoor areas for smokers.
He argued that pedestrians often had to walk past such areas and said, “Children and non-smokers are subjected to the smoke and any non-smoker entering such a premises has to pass through the seated area where people are smoking.”
Mr Neild argued that was against the spirit of the ban, and also said it exposed non-smokers and children to the dangers of second-hand tobacco smoke.
But his petition failed to win support with MSPs on the committee.
John Farquhar Munro, Liberal Democrat member for Ross, Skye and Inverness West, said, “There’s sufficient legislation already, and I don’t think the argument presented justifies it.”
Campbell Martin, independent MSP for West of Scotland region, said there could be problems with crowds of smokers outside pubs.
But he added, “I don’t think what the petitioner is asking for would solve that. I think we have to let the legislation bed in.” |
